Charles O'neal

Charles O’Neal is a respected Black business leader and President of the Texas Association of African American Chambers of Commerce (TAAACC), the nation’s leading statewide Black chamber. Appointed by TAAACC’s Board of Directors, O’Neal champions the interests of over 350,000 Black-owned businesses across Texas by driving access to public and private sector procurement opportunities. With a strong background in business development, strategic communications, and organizational growth, he also advocates for legislation that improves the quality of life for Black Texans and strengthens the state’s Black chamber network.

Nationally, O’Neal serves as Chairman of the Board of the U.S. Black Chambers, Inc. (USBC), and has advised organizations across the country in energy, public policy, and economic development. His leadership includes a distinguished tenure as President and Vice President of the Dallas Black Chamber of Commerce, where he helped revitalize historic corridors and amplify community-based partnerships. A former award-winning journalist with nearly two decades in the newspaper industry, O’Neal brings a unique, informed perspective to the challenges and opportunities shaping Black communities today.
