Necole Parker is the Founder and Principal/CEO of The ELOCEN Group, LLC, a leading Program and Project Management firm specializing in the built environment. With over 30 years of experience, Necole has overseen more than 200 million square feet of construction and renovation projects, managing over $1 billion in project budgets across government and commercial sectors. Since founding ELOCEN in 2007, she has grown the firm into a nationally respected enterprise recognized for its excellence, including the U.S. Small Business Administration’s 2022 8(a) Graduate Firm of the Year at the District, Regional, and National levels.
Beyond her business success, Necole is a passionate advocate for community impact and economic equity. She serves on several boards, including Virginia Union University, CRMSDC, Walker’s Legacy, and the DC Chamber of Commerce, and is Chair of The ELOCEN Group Foundation, which provides scholarships, training, and resources for teen mothers and African American youth. A proud alumna of Virginia Union University, she has completed executive programs at Northwestern’s Kellogg School of Management and Dartmouth’s Tuck School of Business, and holds a professional certification in Facilities Management. Her commitment to service, excellence, and integrity continues to shape both her company and the communities it serves.
